Google Play, Apple/IOS users and the Android Store currently have a an application known as Cardboard available for mobile devices. The Cardboard Camera app is also available via the Android Store. Here is a brief description of Cardboard Camera API from the Android Store.
Cardboard Camera takes VR photos—moments in time you can relive in virtual reality. Hear the sounds as they happened, and look around to see the scene in every direction. VR photos are 3D, so near things look near and far things look far.
To experience your photos in VR, pop your phone into a Google Cardboard viewer https://www.google.com/get/cardboard/.
